Singh | New Delhi | Updated: May 20 2017 8:05 am Ruby at the R K Puram police station Friday Source: Abhinav Saha Top News The Delhi Police dog squad will no longer have any German Shepherds with the last canine nine-year-old Ruby retiring next month after eight years of service Ruby’s handler said its hind legs have grown weak with age and it can no longer support the weight of its body The dog will be handed over to Friendicoes for further care An expert in tracking Ruby helped the Delhi Police crack two murder cases in December 2015 In the first case the murders of two children in Sangam Vihar police said it led investigators to a spot in the jungle — 200 meters away from the scene of crime — where the attackers had consumed liquor and smoked bidis The dog’s handler Ved Prakash told The Indian Express: “In the second case Ruby helped us track down the locality where the accused lived Later with the help of the human intelligence local police managed to nab him” Prakash said the dog will get a recommendation letter from the DCP for its outstanding work As of now the dog squad which comes under the Crime Branch of Delhi Police has a total of 72 canines — one German Shepherd four Cocker Spaniels and 67 Labrador Retrievers Earlier the squad used to have only Dobermans and German Shepherds But sources said they are being replaced by Labradors which are experts in detecting narcotics explosives tracking and search and rescue Dharambir who is in charge of the squad told The Indian Express that German Shepherds are known as the ‘king of dogs’ “They are just as capable as Labradors… But Labradors are calmer So the force decided to make the switch” he said Of the 72 canines 22 are kept at the headquarters in Model Town located inside the police station The rest are distributed among the 13 districts polices Ruby is presently at the R K Puram office of the south district police It lives in one of the canals along with five Labradors “On May 3 I noticed that Ruby was finding it difficult to walk and I took it to a veterinary hospital in Moti Bagh Doctors said it was time for the dog to retire” Prakash said When The Indian Express visited the canal on Friday Ruby was sitting quietly in a corner “It ate three chapatis and drank a litre of milk German Shepherds suffer from a slight defect in their hind legs which makes them appear bent Due to Ruby’s age its legs have become weak” Prakash added Ruby’s last job was on May 1 when it helped police in a dacoity case in Saket Another handler said Ruby was extremely friendly and got along with the other dogs “It will be missed” he said Ruby was bought from from a dog club in Hyderabad in 2009 just before the Commonwealth Games It was six months old then “The club had named the dog trained in tracking at the Border Security Force (BSF) academy in Madhya Pradesh’s Tekanpur” a police officer said “It has helped police in at least seven cases Its most outstanding case was the Sangam Vihar one The dog has been also used during VVIP movements and for checking at malls and shopping centres” he added The average age of service of a dog in Delhi Police is eight to ten years “The decision to retire the dogs in the force is taken after consulting veterinary doctors” the officer said adding that over 25 police dogs have been handed over to Friendicoes in the past 10 years For all the latest Delhi News established models of electoral politics The highlight of the current round of state elections iswithout doubtthe extraordinary showing of the Aam Aadmi Party Its main competition in Delhithe Congress and the BJPmay regret with the advantage of hindsight not taking the new challenger seriously The partylaunched just around a year agohas today become the main opposition party in the Delhi assembly It has not only become the focal point of much discussion but has also taken away some of the sheen from the BJP Its beginning in November 2012 was rather shaky The break with Anna Hazarethe face of the popular movement against corruptionmust have been difficult The need for a party arose from the belief that the existing system favoured the status quo and the entrenched participants did not want radical change The AAP decided that it would be the change it wanted to see It quickly went about doing things differentlyright from designing its organisational structure to putting forward its programme of action It also had an internal code of conductas well as a statement of how it was different from other political parties The AAP hit the ground running and began its campaign almost immediately The Delhi gangrape caseit must be mentionedhelped it sustain its momentum and also move away from the shadow of Hazare Arvind Kejriwals much-publicised fast against inflated electricity bills in March this year pushed it into campaign mode In terms of organising for electionsthe party distinguished itself from others in three ways: an open and transparent system of candidate selectionfund collection and manifesto preparation The restas they sayis history Howeverthe AAPs success must be put in perspective The odds that it would fail were much higher than the chances that it would succeed We know that entry barriers for new parties in systems that use the first-past-the-post (FPTP) system are high Studies of electoral rules have shown that there is a double negative at workin terms of both low incentives and high costs While it may be relatively easy to win a seat or two and this might explain why we see a large number of independent candidates in the fray coordinated wins by a new party over a large number of constituencies are extremely difficult Firstthere is the psychological barrier It is hard to create mass sentiment regarding the possibility of a new party succeeding Most voters would consider whether their preferred choice was viableand would rather not waste their votes Consequentlythey would vote strategicallyassuming that their favoured choice may not come to power and thereforethe advantage to the established parties is phenomenally high From studies elsewherewe also know that media coverage can make or break parties Many new parties often do not find space and simply fizzle out The AAP appears to have managed the media very well It helped that it had several known personalities within the party The costs of running an effective campaignas well as finding party workersare supposed to be another deterrent From autorickshaw advertisements to social media campaignsthe AAP got it right But most important was the fact that it had a dedicated set of volunteersmost of whom were first-time participants in politics The AAPs internal surveys must have not only played an important role in keeping the morale of its volunteers high but also in breaking the psychological barrier mentioned earlier While the entry of parties may be difficult in an FPTP systemideas put forward by new entrants can always be adoptedadapted and incorporated by existing competitorsthereby removing any novelty The BJPs tactics in Delhi highlighted how it moved from ignoring the AAP to gradually adopting some of its issuesconcerns and strategies The high entry barriers may also explain why it will be difficult for the AAP to spread across the country Replicating this model across India would be a stupendous task The AAPs success must not be judged on whether it has formed a governmentbut simply by how its participation has challenged established models of electoral politics It has shown that new ideas can be introduced and electoral politics can be conducted differently Its leader took on a three-time chief minister and thus underscored the seriousness of the task at hand Most importantlyit has shown that money is not everything What is more important is the messageas well as genuine and committed volunteers The success of the AAP has shown that established partiesif unchallengedcan act as cartels and even begin to take their support bases for granted The AAP has shaken up the BJPs moribund state unit in Delhi and given the Congress a lot to think about The AAP is probably in an unprecedented position for a new party Many new parties at the state level have either gone on to form the government or been wiped out The AAP hason debutprobably become the main opposition party This is a challenge and may suit the AAP and its mode of functioning At the same timeit also gives it an opportunity to learn and transform itself from a party of the ground to a party of office The writer is shoulder injury has been appointed in place of now-retired Adam Voges 24-year-old Ashton Turner has been named his deputy Marsh expressed his happiness on being named as the captain and said that his team is a unique though there are many young players “I’m very proud to be named captain; there are some great past players that have lead Western Australia and I’m honoured to be part of that” Marsh was quoted as saying by Cricbuzz “We have a unique group although it’s quite a young group we have 22 guys that have great leadership qualities and we’re all one big leadership group That’s also why I feel proud to be named captain because there were so many great candidates” he added Marsh has played 21 Test matches for Australia before he was dropped after Australia’s series losses to Sri Lanka and South Africa He then revealed in March that he has to undergo shoulder injury Since he has not recovered fully Marsh is likely to play the One-Day Cup as batsman only but WACA head physiotherapist Nick Jones said that he will available for the complete season “Mitch has progressed gradually through his milestones and is expected to be able to play the One-Day Domestic Cup as a batter only” Jones said “His bowling and throwing progressions will be gradual over the coming month” Coach Justin Langer said that Marsh and Turner are two young guys and he is excited to see them leading the team “The most pleasing thing for us is that this was a really tough decision It’s been a really stringent process that has been going on for three months The reason for that is because we had five or six guys that could have been captain” Langer was quoted as saying by ESPNcricinfo “This is such an exciting stage of Western Australian cricket with two young guys leading the team When we started out five years ago one of our objectives was to develop these guys to become great players great leaders and great people “Guys like Mitch with so much international experience at such a young age will be so beneficial to have leading the group AT [Turner] has had recent success too which is such a good sign of what’s to come from both of these amazing players It’s a really positive thing to have so many natural leaders in our group The opportunity has gone to two fantastic young guys knowing that they will have the support senior players like Michael Klinger and Shaun Marsh” For all the
